 Sandra Joy Frye Rollins, 77, of Somerset, Kentucky, is being remembered for a life defined by devotion to family, faith, friendship, and public service. She passed away peacefully at her home on August 23, 2026, leaving behind relatives, former colleagues, and friends who continue to reflect on the impact she made throughout her remarkable journey. Her story represents decades of commitment, perseverance, and care for the people around her.

Born in Somerset on August 28, 1948, to Christine Roy Frye and the late Kenneth Frye, Sandra remained deeply connected to her hometown throughout her life. She often enjoyed sharing the memorable connection of her birth date, “8/28/48,” a detail that reflected her appreciation for the personal stories and small moments that made life special. Her early years in Somerset helped shape the values of dedication and community that continued throughout adulthood.

Sandra completed all 12 years of her education at Nancy High School before continuing her studies at Eastern Kentucky University. There, she earned a degree in social work along with a minor in psychology. Her educational background reflected her interest in helping others and understanding the challenges people face, foundations that would later become central to her professional career in public service.

Her career with Kentucky’s Cabinet for Health and Family Services became one of the defining achievements of her life. Sandra began working with the agency in Lexington before returning to Somerset with her young son, Kenneth “Kenny” Rollins. Over more than four decades of service, she advanced through numerous roles and eventually supervised employees working in areas connected to social insurance and child welfare throughout Kentucky.

Sandra’s dedication to professional growth was evident throughout her career. While working full time, she earned a master’s degree in public administration through night school, demonstrating the determination and discipline that colleagues admired. Her advancement within the agency reflected not only her skills but also the trust placed in her leadership. She took pride in supporting the people she supervised and maintained many valued friendships even after retirement.

Family remained one of the most important parts of Sandra’s life. She experienced profound losses, including the passing of her father, son, brother Danny, and sister Penny. Despite those difficult moments, she continued to be surrounded by family connections. She is survived by her mother, sister Judy and David Coner, daughter-in-law Chasity Rollins, grandchildren Spencer and Sophia Rollins, and nephew Matthew Frye, who carry forward her memory.

Sandra’s life also included the relationships she built through her work and community connections. The people she supervised and the colleagues who worked alongside her remember not only her professional accomplishments but also the encouragement and friendship she offered. Her influence extended beyond job responsibilities, creating bonds that lasted throughout the years.

Funeral services honoring Sandra’s life will include visitation on August 29 from 11 a.m. to 1 p.m. at Lake Cumberland Funeral Home, followed by her funeral service at 1 p.m. Burial will take place at Chesterview Cemetery. These gatherings provide family, friends, and community members an opportunity to come together and celebrate the life of a woman who dedicated herself to helping others.
